Forming of a list of students

 

The Admission Rules of Federal State Budgetary Educational Institution of Higher Education “Orel State University named after I.S.Turgenev” for learning on educational programs of higher education – Bachelor’s, Specialist’s and Master’s degrees for 2020/2021 academic year. 

X. Forming the list of students, who entered and were enrolled at the university.

 

92. According to the results of admission papers and (or) tests Orel State University n.a. I.S.Turgenev forms separate lists of enrollees for every enrollment competition.

93. The list of entrants for every enrollment competition includes:

The list of enrollees, who enter without admission tests;

The list of enrollees, who enter according to the results of the Unified National Exam and (or) admission tests (hereafter – the results of admission tests), who got at least minimum points.

The enrollment according to admission tests is conducted for places, left after enrollment without admission tests within the framework of the entrants list. 

94. The list of enrollees, who enter without admission tests is ranged according to the following criteria:

  1. status of a person, who can enter without admission tests, in the following order:

  1. members of national teams of the Russian Federation and members of national teams of the Ukraine, which are noticed at the item 25, subitem 2.

  2. Winners of all-Russian school competitions and winners of the IV stage of all-Ukrainian school competitions, noticed at the item 25, subitem 2.

  3. Awardees of all-Russian school competitions and awardees of the IV stage of all-Ukrainian school competitions, noticed at the item 25, subitem 2.

  4. Champions (awardees) in sport competitions.

  5. Winners of school competitions.

  6. Awardees of school competitions.

  1. persons, noticed in present item, 1 subitem, “a-f”, according to the points, given for individual achievements, in descending order.

  2. If there are equal criteria, which are noticed at the present item, subitems 1 and 2, enrollees with prerogative rights in enrollment take higher places in a list.

95. The list of enrollees, who enter according to the results of admission tests, is ranged according to the following criteria:

1) The decrease of a competitive points sum

2) If there are equal sums of competitive points, the list is formed according to the descending number of competitive points, which are given as a result of admission tests, and according to the descending number of competitive points, which are given as a result of special admission tests, in accordance with the priority of admission tests, which is settled by the university.

3) If there are equal criteria, which are noticed at the present item, subitems 1 and 2, enrollees with prerogative rights in enrollment take higher places in a list.
The sum of competitive points is a sum of points for every admission test and for individual achievements.
4) If there are equal criteria, which are noticed at the present item, enrollees, with a higher average grade in their education certificates, take higher places in a list to study Master programs.

96. There are following data in lists of enrollees:
1) for every enrollee, who enters without admission tests:
reasons to enroll without admission tests;
number of points for individual achievements;
presence of prerogative rights for enrollment;
2) for every enrollee, who enters according to the results of admission tests:
sum of competitive points;
number of points for every admission test;
number of points for individual achievements;
presence of prerogative rights for enrollment;
3) presence of letter of consent for enrollment, which is applied in accordance with item 99 of the Rules

97. The list of entrants is placed both on the official website and the information stand and is renewed daily (before the beginning of a workday) up to the issuance of orders of admission.

98. At every stage of admission the university fixes the last date of admission of letters of consent for enrollment in accordance with the item 101 of the Rules.

99. For admission the entrant applies a letter of consent for enrollment to which is appended, while entering for places within the framework of control figures, the original document of a standard type, while entering for places on for-profit education services agreements – the original document of a standard type or its copy, certified in accordance with established order, or its copy with the original document for the copy to be certified by the university’s selection committee (hereafter – the letter of consent for enrollment). There is no need to append the original document of a standard type (copies of a noted document while entering for places on for-profit education services agreements), if it was submitted to Orel State University n.a. I.S.Turgenev earlier (while applying the request for admission or a previous letter of consent for enrollment).

In the letter of consent for enrollment there are noticed conditions of entering and reasons for admission (if there are any) in accordance with the results of 1 certain entry the entrant wants to be enrolled. The enrollee, as he/she thinks fit, can apply this letter in Orel State University n.a. I.S.Turgenev one ore several times (according to statements of the present Rules).

The named letter is reasserted by the entrant’s signature and applied to the university not until the request for admission and not later than the last application day of letters of consent for enrollment. In the last application day of letters of consent for enrollment the named letter should have been applied to the university not later than 18:00 (Moscow time).

100. Only entrants, who have applied a letter of consent for enrollment, will be enrolled. The enrollment is conducted according to the ranked list until all named places can be filled.

101. For places within the framework of control figures on Bachelor’s and Specialist’s programs for the full-time courses of study, the admission is carried out within the following time period:
1) the list of entrants is placed both on the official website and the information stand – the 27th of July 2020;

2) the stage of a priority admission – admission without admission tests, admission for places within special and employer-sponsored quotas (hereafter – places within quotas);
July 28, 2020 – the end of application of letters of consent for enrollment for persons, who enter without admission tests, for places within quotas;
July 29, 2020 – order(s) for admission is(are) issued for persons, who applied the letter of consent for enrollment, among enrollees, who enter without admission tests, for places within quotas;

3) the admission according to the results of admission tests for places within control figures, which are left after admission without admission tests (hereafter – main competitive places):
a) the first stage of admission for main competitive places – admission of 80% of noted places (if 80% is a fractional value, then rounding is implemented upward):
August 1, 2020:
the end of application of letters of consent for enrollment for persons, who are in lists of entrants for main competitive places, and for those, who want to be enrolled at the first stage of admission for main competitive places;
within every list of entrants there are marked persons, who applied the letter of consent for enrollment, until 80% of main competitive places are filled (including upward);
August 3, 2020- order(s) for admission is(are) issued for persons, who applied the letter of consent for enrollment, until 80% of main competitive places are filled;
b) the second stage of admission for main competitive places – admission of 100% of noted places
August 6, 2020:
the end of application of letters of consent for enrollment for persons, who are in lists of entrants for main competitive places;
within every list of entrants there are marked persons, who applied the letter of consent for enrollment until 100% of main competitive places are filled;
August 8, 2020 - order(s) for admission is(are) issued for persons, who applied the letter of consent for enrollment, until 100% of main competitive places are filled.
 
On Bachelor’s and Specialist’s programs for the extramural courses of study for places according to for-profit education services agreements, the admission  is carried out as applications for consent for admission to persons included in the competitive lists are submitted in the following order:

on the 31st of July for enrollment until 80% of competitive places are filled.

14th of August for enrollment until 90% of competitive places are filled.

28 th of August   for enrollment until 100% of competitive places are filled.

The application of letters of consent for enrollment on main places according to for-profit education services agreements will be over on the 29th of July, the 12th of August, the 27th of August 2020, at 18:00 (Moscow time).

 
For places within the framework of control figures on Master’s programs for the full-time courses of study, the admission is carried out within the following time period:
August 12, 2020 - The list of entrants is placed both on the official website and the information stand;
August 14, 2020:
the end of application of letters of consent for enrollment for persons, who are in lists of entrants;
Within every list of entrants there are marked persons, who applied the letter of consent for enrollment, until 100% of competitive places are filled;
August 17, 2020 - order(s) for admission is(are) issued for persons, who applied the letter of consent for enrollment, until 100% of competitive places are filled.
 
On Master’s programs for the full-time cours for places according to the for-profit education services agreements, the admission is carried out on the 21th of August 2020 within the period when persons, who are included into competitive lists, apply letters of consent for enrollment until 100% of competitive places are filled. The application of letters of consent for enrollment on main places according to for-profit education services agreements will be over on the 20th of August 2020, at 18:00 (Moscow time).

For places within the framework of control figures on Master’s programs  for the extramural courses and evening courses of study, the admission is carried out within the following time period:
August 22, 2020 - The list of entrants is placed both on the official website and the information stand;
August24, 2020:
the end of application of letters of consent for enrollment for persons, who are in lists of entrants;
Within every list of entrants there are marked persons, who applied the letter of consent for enrollment, until 100% of competitive places are filled;
August 25, 2020 - order(s) for admission is(are) issued for persons, who applied the letter of consent for enrollment, until 100% of competitive places are filled.

On Master’s programs for the extramural courses and evening courses of study for places according to for-profit education services agreements, the admission is carried out within the following time period:
August 21, 2020 - for enrollment until 80% of competitive places are filled.
August 27, 2020 -  for enrollment until 100% of competitive places are filled.
The application of letters of consent for enrollment on  places according to for-profit education services agreements will be over on the 20th of August and 26th of August 2020, at 18:00 (Moscow time).
 
102. Unfilled places within quotas can be used to enroll persons, who enter without admission tests for main places within the framework of control figures according under the same enrollment requirements.
When the enrollment of persons, who enter without admission tests, and persons, who enter for places within quotas, is over, unfilled places within quotas are used as main competitive places under the same enrollment requirements.
103. During entrance for places within control figures on Bachelor’s and Specialist’s programs for the full-time and evening courses of study, the enrollee can apply the letter of consent for enrollment once or twice.
If the application of the letter of consent for enrollment or revocation of documents is carried out at the presence of the letter of consent for enrollment, which has been applied in Orel State University n.a. I.S.Turgenev for marked places earlier, the entrant should simultaneously apply the declaration of waiver from enrollment according to the letter of consent for enrollment, which has been applied earlier. The declaration of waiver from enrollment is a reason to strike the entrant off the list of students, enrolled earlier.
104.Places, which are left after persons, who had been enrolled at previous stage (stages) of enrollment, were dismissed, are added to main competitive places under the same enrollment requirements.
105. The orders for admission are placed both on the official website and the information stand on the date of their issue and will be available for users within 6 moths form the date of their issue.

 

XII. Special aspects of admission for foreign citizens and stateless persons.

112. Foreign citizens and stateless persons can get higher education due to budgetary provisions in accordance with international agreements of the Russian Federation, federal acts or educational quotas, established by Government of the Russian Federation for foreign citizens and stateless person (hereafter – educational quota for foreign citizens), and due to resources of private and legal persons in accordance with for-profit education services agreements.

113. The admission within educational quotas for foreign citizens is carried out according to program tracks of the Ministry of Education and Science of the Russian Federation. The admission within educational quotas for foreign citizens is carried out by a separate university order (orders).

114. Foreign citizens and stateless persons, who are compatriots and live abroad, can get higher education on an equal basis with Russian Federation citizens on condition that they meet requirements of section 17, Federal act of May 24, 1999, №99-FA "State policy of the Russian Federation in regard to compatriots, who live abroad" (hereafter - Federal act №99-FA).

115. Compatriots, who live abroad and are not citizens of the Russian Federation, have no special rights for education on Bachelor's and Specialist's programs if other is not covered by international agreement of the Russian Federation.

116. During the admission of foreign citizens and stateless persons for training under the specialty programs 31.05.01 Medical treatment, 31.05.02 Pediatrics, 31.05.03 Dentistry, 33.05.01 Pharmacy on places under contracts for the provision of paid educational services the university establishes a separate list of entrance examinations, allocates the number of places for foreign citizens and stateless persons and holds a separate competition for these places.

The list of entrance examinations, the number of places on contracts for the provision of paid educational services for admission for training of foreign citizens and stateless persons under specialty programs 31.05.01 Medical treatment, 31.05.02 Pediatrics, 31.05.03 Dentistry, 33.05.01 Pharmacies are presented in Appendix 5 to these Rules.

117. During submission of documents for admission a foreign citizen or a stateless person marks information about his/her passport in the request for admission or about other ID documents, that certify the identity of that foreign citizen or stateless person in the Russian Federation according to the section 10, Federal act of July 25, 2002 №115-FA "Legal status of foreign citizens in the Russian Federation" (hereafter - the foreign citizen's ID) and provides an original or a copy of the foreign citizen's passport, ID or certification of naturalization, according to the item 57, subitem 1 of these Rules.

118. According to the section 17, Federal act №99-FA during the admission, a compatriot should provide not only documents, noticed in the item 57 of these Rules, bur also original documents or their copies, covered by the section 17, Federal act №99-FA. 

118.1 Foreign citizens, who enter according to the international agreements, provide not only documents, noticed in the item 57 of these Rules, but also a confirmation, that they belong to the persons, noticed in the international agreements.

119. The admission of foreign citizens and stateless persons on educational programs, which provide national security information, can be only within educational quotas for foreign citizens and should satisfy requirements, marked at the laws of the Russian Federation.
