Giving authority and responsibilities for the organisation of educational process for people with special needs and health disabilities (OVZ)

1.1 As a base subdivision, which is responsible for organisation of educational process for people with special needs and health disabilities (OVZ), there is appointed the Institute of open distance education.

1.2 Order of the university rector № 22 about the imposition of requirements to organise an educational process for people with special needs and health disabilities (OVZ) оn the director of the Institute of open distance education (IODE).

Specific record-keeping for people with special needs and health disabilities (OVZ) at the stages of their matriculation, study, employment

3.1 There is organised a specific record-keeping for students with special needs and health disabilities (OVZ), who study at the university (with the written consent in the form of a personal application addressed to the rector).

4

Requirements to the human resourcing

4.1 Professional psychologists and a social teacher work at the university.

4.2 There is created at the university a social-psychological support service to render social, psychological and pedagogical assistance to students.

4.3 One of the staff members undergoes a training, speciality “Speech and language pathologist”.

4.4 We have come in working contacts with Orel division of the All-Russian Society of the Deaf and the Blind to attract experts to work at the university.

Work with applicants with special needs and health disabilities (OVZ)

5.1 There is at the university a pre-university training system for applicants with special needs as a part of the faculty of pre-university training and career orientation.

5.2 There is worked and implemented “Special supplementary educational and rehabilitation programme for applicants with special needs and health disabilities (OVZ)”.

5.3 When the applicant with disabilities chooses admission tests, which are carried out at the university, there are specific terms, including such opportunities as the choice the mode of admission tests (orally or in writing), the use of technology, assistant’s aid, additional time for admission tests (Admission Regulations. Appendix №7 – “Special terms of carrying out admission tests for people with health disabilities”).

Access provision of buildings and safety residence in them (barrier-free environment)

6.1 Wheelchair ramp with a handrail at the main entrance of one of the main buildings (photo № 1), with a special symbol. Broadened glass doorway, as a result, watchmen can better see people, who want to enter and are ready to help people with special needs and health disabilities.

Adapting of educational programmes and methodical support of the educational process

8.1 Principal educational programmes include into a variable part specific adapting elective courses.

8.2 The disciplines are provided with printed and electronic learning resources.

Organisation of an educational process with the use of e-learning and distance learning technology

9.1 Round-the-clock access to electronic learning sources, independent of a student’s location.

9.2 Combination of on-line and off-line technology, individual and group modes of study in an educational process with the use of distance learning technology.

All-in-one support for an educational process and health protection

10.1 There is created a tolerant socio-cultural environment and provided a voluntary assistance to students with special needs and health disabilities (OVZ)

10.2 Special procedure of learning the discipline “physical education”.

10.3 There is “Center of health”, which provides medical care, prophylactic and recreational activities for students.
