Migration procedures in the Russian Federation

Rules for International Students to Legally Stay and Study in the Russian Federation

1. Foreign citizens who arrived to study at OSU named after I.S. Turgenev must, on the day of arrival (except for holidays and weekends), submit the following documents to the Sector of Passport and Visa Support and Control (95 Komsomolskaya st., Office 243):

- copies of passport, visa,

- the original and a copy of the migration card with a mark on crossing the border of the Russian Federation for the initial registration of migration and registration of a notification of the arrival of a foreign citizen at the place of stay (citizens of the CIS countries provide copies of the ticket instead of a migration card).

2. At least 1.5 months before the expiration of the visa, foreign students must appear and submit the following documents to the Sector of Passport and Visa Support and Control (95 Komsomolskaya st., Office 243):

- paid receipt for administrative fee,

- 4 photos 3x4,

- original passport and migration card.

The extension of the period of stay on the territory of the Russian Federation is carried out simultaneously with the issuance of a multiple-entry visa for the period of study, but for no more than one year.

3. Before leaving for other cities of the Russian Federation, a foreign citizen is obliged to inform the Sector of Passport and Visa Support and Control of the place, purpose and time of stay. After returning to the place of study in Orel, a foreign citizen is obliged to notify the Sector of Passport and Visa Support and Control (95 Komsomolskaya st., Office 243) about his return within one day, except for weekends.

4. Before leaving the Russian Federation, a foreign citizen is obliged to inform the staff of the Passport and Visa Support and Control Sector about the purpose and time of the trip. Within 1 working day  after returning to the place of study in Orel, a foreign citizen is obliged to notify the Sector of Passport and Visa Support and Control of a new entry (95 Komsomolskaya st., Office 243).

5. In the event of a change in place of residence, a foreign citizen is obliged to inform the Sector for Passport and Visa Support and Control (95 Komsomolskaya st., Office 243) within 1 working day by issuing a new notification.

6. In case of loss of documents (national passport, visa, migration card), a foreign citizen is obliged to contact the nearest police station at the place of loss or discovery of missing documents immediately to obtain a certificate of the incident and report this to the Sector for Passport and Visa Support and Control (95 Komsomolskaya st., Office 243).

7. Foreign citizens are obliged to renew or replace their national passports 6 months before the expiration date and submit them to the Sector for Passport and Visa Support and Control (95 Komsomolskaya st., Office 243)

8. After graduation from the university or expulsion from it, foreign citizens are obliged to leave the Russian Federation within the prescribed period. To travel outside the Russian Federation after graduation, foreign citizens must have a national passport, migration card, transit visa and notification.

9. Foreign citizens who have committed crimes, administrative or other offenses on the territory of the Russian Federation are subject to liability on the same terms as the citizens of the Russian Federation.

10. For violation of the order of stay of foreign citizens on the territory of the Russian Federation, the following measures of influence may be applied to them: a fine, administrative expulsion, deportation in accordance with the current legislation of the Russian Federation.
