XV. Special aspects of admission for foreign citizens and stateless persons.

155. Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with education treaties.
156. Admission to study within the quota for the education of foreign citizens is carried out in accordance with the directions of the Ministry of Science and Higher Education of the Russian Federation. Enrollment within the quota for the education of foreign citizens is formalized by a separate order (orders) of the university.
157. Foreign citizens who are admitted to study on the basis of international treaties, in addition to the documents specified in paragraph 75 of the Rules, submit documents confirming their classification as persons specified in the relevant international treaties.
158. Foreign citizens and stateless persons who are compatriots living abroad (hereinafter referred to as compatriots) shall submit, in addition to the documents specified in paragraph 75 of the Rules, originals or copies of the documents stipulated by Article 17 of the Federal Law of May 24, 1999 No. 99-FZ "On the State Policy of the Russian Federation Regarding Compatriots Abroad". Compatriots who are not citizens of the Russian Federation are not entitled to special rights when admitting to study in state-accredited bachelor's degree programs and specialist's degree programs granted to certain categories of citizens of the Russian Federation in accordance with Federal Law No. 273-FZ, with the exception of the special right when admitting to study stipulated by paragraph 1 of Part 4 of Article 71 of Federal Law No. 273-FZ, unless otherwise provided by an international treaty of the Russian Federation.

159. When submitting documents, a foreign citizen or stateless person shall, in accordance with subparagraph 1 of paragraph 75 of the Rules, submit the original or a copy of a document proving identity, citizenship, or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 No.115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation".

160. Admission of foreign citizens and stateless persons to study in educational programs containing information constituting a state secret is carried out within the quota for the education of foreign citizens in compliance with the requirements stipulated by the legislation of the Russian Federation on state secrets.

161. When admitting students to fee-paying places in bachelor's and specialist's degree programs, the university may independently establish a list of entrance examinations for foreign citizens and stateless persons (hereinafter referred to as the entrance examinations for foreign citizens) and the minimum number of points for the said entrance examinations. If the number of entrance examinations for foreign citizens differs from the number of entrance examinations established in accordance with paragraphs 23 and 32 of the Rules, the university shall independently allocate the number of places for admission to study based on the results of entrance examinations for foreign citizens and form a separate competition group for foreign citizens and stateless persons (hereinafter referred to as the competition group for foreign citizens).
The list of areas of training and specialties for which the university shall establish a separate list of entrance examinations for foreign citizens, the minimum number of points for the said entrance examinations, allocate the number of places for admission to study based on the results of entrance examinations for foreign citizens and form a competition group for foreign citizens is presented in Appendix 4 of the Admission Rules.
Foreign citizens and stateless persons may, at their own discretion, enroll in the program based on the results of entrance examinations for foreign citizens or based on the results of entrance examinations established in accordance with paragraphs 23 and 32 of the Rules.
If bachelor's degree programs and specialist programs are implemented in Russian from the first year of study, the list of entrance examinations for foreign
citizens includes an entrance examination in Russian for foreign citizens.
The University takes into account as the result of the entrance examination in Russian for foreign citizens a certificate of passing the state testing in Russian as a foreign language, issued in accordance with the Procedure for issuing a certificate of passing the state testing in Russian as a foreign language and confirming proficiency in Russian to a level not lower than the first level of proficiency in Russian as a foreign language (hereinafter referred to as the certificate).
The University establishes the following procedure for recording the said certificate:
- the first certification level (TRKI-1/B1) is counted as the result of the entrance examination in Russian – 55 points;
- the second certification level (TRKI-II/B2) is counted as the result of the entrance examination in Russian – 70 points;
- the third certification level (TRKI-III/C1) is counted as the result of the entrance examination in Russian – 85 points;
- the fourth certification level (TRKI-IV/C2) is counted as the result of the entrance examination in Russian – 100 points.
Foreign citizens and stateless persons shall submit the original or a copy of the certificate no later than the day of completion of the document acceptance without passing the entrance examinations.

Admission requirements for international students


FOR SCHOLARSHIP CANDIDATES
Required Documents:

1. ORIGINAL Scholarship Application completed in English with a picture in the upper right corner (3×4 cm, colour or black and white on matte paper) signed by the applicant.

2. Scanned copy of your education document (secondary school certificate), as well as related notarized Russian translations.

3. Standard general medical certificate COPY confirming that you are medically fit. The document must be translated and certified by an official notary/translation service.

4. Medical certificate COPY indicating HIV test results. The document must be translated and certified by an official notary/translation service.

5. Passport COPY you will use when applying for your Russian visa. The document must be translated and certified by an official notary/translation service. Your passport must be valid at least until 1st March 2023.


FOR FEE-PAYING CANDIDATES
Required Documents:

In accordance with Russian legislation and the Admission Rules, candidates for studying at the University must submit the following documents:

Personal application for admission to study indicating the chosen direction of training (specialty);
Questionnaire (filled in directly when submitting documents);
A copy of the identity document of a foreign citizen, which will be used to enter the territory of the Russian Federation (passport). The period of validity of the identity document of a foreign citizen on the day of entry into the Russian Federation must be at least 18 (eighteen) months;
A duly certified translation into Russian of a document proving the identity of a foreign citizen;
The original document on the education of a foreign citizen and its appendix(s) indicating the disciplines studied and the grades or points obtained in them, issued by a foreign state, recognized as equivalent to a state-recognized document on education in the Russian Federation and legalized in the manner established by the legislation of the Russian Federation, or with an apostille (except for cases when, in accordance with the legislation of the Russian Federation and (or) an international treaty, legalization and affixing of an apostille are not required);
Translation into Russian of a document on education of a foreign state and annex(es) to it, certified in the prescribed manner (at the choice of the document holder: by a Russian notary, the consulate of the Russian Federation in the country of issue of the document on education or the consulate in the Russian Federation of the country in which it was issued document on education; by a foreign notary in the presence of an appropriate international agreement));
The original medical report, certified by the official health authority of the country of permanent residence of a foreign citizen, about the absence of socially dangerous diseases and contraindications for studying and living in the Russian Federation;
Translation into Russian of a medical report on the absence of socially dangerous diseases and contraindications for studying and living in the Russian Federation, duly certified;
A document from a medical institution in the country of permanent residence of a foreign citizen, confirming the absence of the human immunodeficiency virus (HIV) and AIDS;
Translation into Russian of a document of a medical institution of the country of permanent residence of a foreign citizen, confirming the absence of the human immunodeficiency virus (HIV) and AIDS disease, duly certified;
Voluntary medical insurance policy valid on the territory of the Russian Federation;
6 photos 3x4 in size;
All documents of a foreign citizen executed in a foreign language must be translated into Russian and certified in the prescribed manner (at the choice of the document holder: by a Russian notary, the consulate of the Russian Federation in the country of issue of the document on education or the consulate in the Russian Federation of the country in which the document on education was issued ).

 

The Procedure of Recognition and Equivalence of Education

Foreign citizen must go through the procedure of recognition and equivalence of education of its instrument, without which it is impossible to get further training at "OSU named after I.S. Turgenev."
"Recognition" - the consent of state authorities (the Federal Service for Supervision in the Sphere of Education and Science) for the presence of legal validity of the documents on the territory of the Russian Federation.
This procedure is carried out by "National Accreditation Agency in the field of Education", located at the address:  https://nic.gov.ru/

The list of documents required for the implementation of procedures for the recognition and equivalence
• The original of the document on education (including annexes), legalized in the established order.
• Translation of a document on education and annexes to the Russian language, certified by a notary.
• Translation of the passport into Russian, notarized.
• Receipt of payment of state fees for the issuance of a certificate of recognition and equivalence in the Russian Federation of foreign documents on education (is issued upon receipt of the documents, or sent by e-mail).
