Registration of invitations for visa countries

An invitation to enter the Russian Federation for the purpose of study (for foreign citizens and stateless persons entering the Russian Federation on a visa basis) is issued by the Migration Department of the Ministry of Internal Affairs of the Oryol Region based on a petition from the Federal State Budgetary Educational Institution of Higher Education "Orel State University", as a rule, after the inclusion of a foreign citizen in the order for enrollment in the university (based on Articles 16 and 17 of the Federal Law of July 25, 2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation").

Attention!!! The passport must be valid for at least 18 months from the expected date of entry into the Russian Federation.

To issue an invitation, the following documents are required:

- application form (filled out in Russian in block letters).

- copy of the passport (a copy or scanned copy of the passport must meet the following requirements: the image scale must be at least 100%, the image must be clear, contrasting, easy to read, must not contain glare or foreign objects. Both black and white and color images are allowed)
- copy of the translation of the passport into Russian

The invitation processing period is approximately 45 days from the date of acceptance of documents by the passport and visa control and support sector. The terms may be increased in the case of a large number of documents submitted at the same time from foreign citizens, as well as in cases where the employees of the Passport and Visa Control and Support Sector need to carry out other priority migration support work. The invitation will be sent electronically to the email address you specified in the application.

The invitation is not issued for applicants wishing to enroll in the "Orel State University named after I.S. Turgenev" and planning to come to take the entrance exams!

Only after the order on your enrollment in the "Orel State University named after I.S. Turgenev" is issued, you will be able to apply for an invitation.
